Job Summary

The Grants & Project Liaison (Project Manager) in the External Affairs of the Maricopa Community College District office is an essential position in ensuring effective project management, compliance, and fiscal oversight within Maricopa County Community Colleges.

With an increasing number of federal, state, community-based, and industry-funded grants, the Grants & Project Liaison (Project Manager) will maintain project and financial integrity and compliance with regulations. The Grants & Project Liaison (Project Manager) will be focused on oversight, compliance, and fiscal accountability, providing External Affairs the ability to secure, manage, and maximize external funding sources, ultimately benefiting students, faculty, and institutional initiatives.

Essential Functions

30% - Project & Grant Management: Provide oversight, guidance, and management of federal, state, community-based, and industry-obtained funding:
  • Responsible for assisting with writing grants, may write some grants as needed, and monitoring many grants and other externally funded projects while working with other project managers who provide direct ownership over the individual projects and funding.
  • Monitor program/grant spending to ensure alignment with the scope of work and assist with modifications/extensions as needed.
  • Provide guidance in interpreting regulations and requirements to award terms and conditions for federal, state, local, or industry funding.
  • Participate in project and grant meetings, including kick-offs and other meetings, in order to review timelines and take a proactive approach to processes and timelines.

30% - Monitoring & Compliance: Develop and maintain project and grant tracking to assist with the ongoing management of grants and funding:
  • Enter, manage, and track the Contract Lifecycle Management (CLM) system for legal purposes. Tracking and monitoring timelines, project status, budget to expenses reports to ensure timely and accurate spending is occurring.
    Identify areas of compliance risks on funding sources, while remaining up-to-date with changes that occur at the federal, state, and local levels.
  • Communicate with project managers, program directors, and other stakeholders to ensure compliance.

30% - Fiscal Management: Utilizes budget system, financial system, and human resource system to perform highly complex financial and statistical analyses and reporting:
  • Prepare budget and actual variance analysis, scenario planning, and fiscal research to inform and deliver recommendations.
  • Interpret, guide, and apply Maricopa County Community College regulations to ensure compliance with fiscal purchases.

10% - Other duties and responsibilities to support the External Affairs department and the project:
  • Identify areas for improvement and develop solutions to increase efficiency and prevent project delays.
  • Proactively support and inform the Department Unit Manager, leadership of External Affairs, colleges, and councils to obtain the goals and objectives of Maricopa County Community Colleges.


Essential Functions

Bachelor's Degree from a regionally accredited institution in education, business, or public administration and two years of experience providing project management coordination and assistance, including preparing reports, maintaining records, tracking budgets, performing research, and assisting with project communication.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. Four (4) years' experience working with federal, state, and local grant funding, including reporting and compliance requirements. Ability to provide technical assistance and guidance to project managers and stakeholders.
  2. Three (3) years' experience in budget preparation, financial forecasting, variance analysis, and expenditure tracking. Experience using financial, budgeting, and human resource systems for reporting and analysis.
  3. Three (3) years' experience in coordinating complex projects to track grant timelines, expenditures, and compliance requirements with accuracy. Strong attention to detail in reviewing financial and grant-related documentation activities, schedules, individuals, and managing expectations to meet goals and outcomes.
  4. Four (4) years' experience in compliance and strong knowledge of federal, state, and industry grant regulations and policies.
  5. Excellent written and verbal communication skills to liaise with project managers, program directors, and external stakeholders. Strong problem-solving skills with the ability to proactively identify compliance risks and develop solutions.
  6. Advanced knowledge in Microsoft Office Suite, including knowledge of Excel pivot tables, and VLOOKUPs, Google Docs/Spreadsheets, financial and human resources enterprise management systems.


Special Working Conditions
  • Positions in this class typically require: fingering, talking, hearing, seeing, and repetitive motions.
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
