Job Description

Puget Sound Energy is looking for a experienced Quality professional to join our team! At Puget Sound Energy, you'll be part of the Pacific Northwest's leading utility provider, driving the transition to a sustainable energy future. The Quality Management team plays a vital role in supporting the safety and reliability of PSE's natural gas and electric infrastructure ensuring we are our customer's clean energy partner of choice.

The QA Program Manager is responsible for overall design, execution and management of the quality assurance (QA) plan for PSE service providers/contractors that perform construction and maintenance on PSE's gas and electric transmission and distribution systems,. They will ensure that the QA plan is effective in maintaining the highest standards of contractor performance. The ideal candidate will provide Quality Management System and auditing expertise and consultation across multiple PSE departments in support of developing and improving internal and external quality management processes.

Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities

Develop and execute annual Quality Assurance (QA) plan for each service provider/contractor performing construction and maintenance on PSE's gas and electric T&D system



  • Identifies combination of quality audits that are appropriately risk based
  • Engages internal customers/stakeholders in developing specific audit objectives and scope;
  • Creates and implements audit plans, including establishing required sample size and checklists to obtain desired confidence in service provider/contractor quality control programs;
  • Works with Supervisor Quality Assurance & Inspection for needed resources to execute on audit plans;
  • Reports findings of quality assurance audits to stakeholders including PSE management and Service Provider management.
  • Ensures proper document control and records management associated with the QA plan.


Drive continuous improvement and quality maturity



  • Analyzes data and coordinates with internal and external stakeholders to effect necessary corrective and preventative actions indicated by the findings and to inform the QA plan development.
  • Recommends appropriate KPI's for monitoring Service Provider quality performance.
  • Ensures that service provider quality control plans meet PSE requirements and works with them to identify improvement opportunities.
  • Assists in the development of related standards, procedures and policies; work with Standards Department staff to provide input on the development and review of associated documentation.
  • Supports enterprise-wide quality management through various activities including education, auditing, and facilitation/application of appropriate quality methods and tools.
  • Actively participates in industry working groups to benchmark and drive maturity of PSE QA program in line with best practices.


Participates in emergency response efforts as needed.

Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in engineering, business or related field; or equivalent combination of education and relevant work experience
  • 5 plus years of relevant work experience
  • Experience with Quality Management System and Auditing standards such as ISO 9001, ISO 19011, or other similar standards
  • Experience inspecting and auditing work
  • Demonstrated experience in business/operational planning
  • Strong analytical experience and process orientation (process documentation and identification of business requirements)
  • Excellent written and oral communication skills across all levels of the organization
  • Ability to work both independently and collaboratively to drive work forward with little supervision
  • Demonstrated ability to provide strong technical leadership to a wide variety of staff without direct authority
  • Strong teamwork, coaching, and organizational skills and an aptitude for process improvement

Desired Qualifications

  • Electric and/or gas utility experience
  • ASQ Certified Quality Inspector (CQI); Certified Quality Auditor (CQA); Certified Quality Engineer (CQE); or other related ASQ certification
  • Six Sigma Green Belt certification
  • Experience using business analytics software such as Microsoft Power BI or Tableau

Additional Information

In line with company policies, this position is hybrid, in-person and remote. This position is expected to collaborate in person, as needed, with service providers and internal stakeholders throughout our service territory in support of job responsibilities.

The pay range for this position is$91,100.00-$151,600.00, and this position is eligible for annual goals based incentive bonuses.
