We are looking for a leader that is a self-motivated, forward-thinking professional to join as the Manager of Application Development. The Manager of Applicant Development will be responsible for managing the design, development, release, and maintenance of applications developed at GTE Financial. In addition, this individual will partner with senior leadership of internal business units, as well as external vendor entities, to assist in the identification of business needs and other appropriate technical solutions.

They will work with leadership to define and shape the vision and strategic objectives as it relates to the Technology Solutions department and the delivery of products and services through virtual channels. This individual will lead and/or participate in projects for system-level strategic initiatives and manage the quality assurance and quality control for projects and initiatives delivered to GTE Financial employees and members.

Technical Expert:

  • Interest and capability to understand complex information technology concepts and trends.
  • Develops and supports internal and member-facing business applications.
  • Manage daily and strategic quality assurance and quality control methods, tools, and delivery.
  • Ability to generate insights from analysis and be forward-thinking and decisive.
  • Demonstrated ability to identify and pursue multiple initiatives simultaneously.
  • Demonstrated ability to set priorities, execute plans, and assess performance.
  • Ability to maintain a strategic perspective while executing priorities at a tactical level.
  • High degree of initiative, self-discipline, and motivation.
  • Prepare, submit, and manage an annual expense and capital budget in addition to prepare and submit budget requests for approval.
  • Responsible for assisting in the development and implementation of coding standards.
  • Responsible for successful delivery and ongoing support of GTE Financials' unique virtual/online operating model, including but not limited to the online banking environment, mobile channel, ATM/ITM channel, and telephone channel.
  • Works and collaborates with project managers and others to ensure the development team has the necessary information needed-including business requirements, quality standards, functional requirements, mock-ups, etc.
  • Managerial responsibilities of internal development resources, quality assurance and control resources, as well as contractors.
  • Must have hands-on coding experience in latest technologies and knowledge of development disciplines, methods, and tools.
  • Create software development standards and repeatable patterns for reuse. Train and mentor, the development team on these items and ensure they are adhered to.
  • Creates global architectures spanning multiple platforms, disparate systems, and application boundaries-including but not limited to database design and programming, native mobile design and programming, web design and programming, mobile web design and programming.
  • Creates and maintains global software architecture diagrams and documentation.
  • Review software code and implementation of in-house developed solutions for security, safety, and soundness.
  • Research and learn security best practices for software development in general, as well as specific security considerations for web development, mobile development, and native mobile development.
  • Review third-party integration points including APIs and SSOs. Work directly with third parties to create integration endpoints that allow system integration with enhanced experiences in both batch and real-time.
  • Must be an expert in: C#.Net, Node.js, Vue.js, Entity Framework, T-SQL, PSQL, JQuery, JSON, XML, JavaScript, HTML, CSS, ASP.Net, LINQ, SOAP, REST, MVC, Microservices, Web API, MVVM, AJAX, and Cryptography.
  • Proficiency with: Microsoft Visual Studio, Azure DevOps, Git, Oracle, and SQL Server.

Operational:

  • Advocate and enforce applicable standards, policies, procedures, and best practices in the implementation and/or maintenance of applications.
  • Delivery and/or development of systems projects applying a broad background and knowledge of business operations and systems technology and solutions.
  • Comprehensive knowledge of banking principals, financial products, and services as well as a professional, service-oriented demeanor.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Experience with recognized industry patterns, methodologies, and techniques.
  • Must demonstrate a functional knowledge of the Bank Secrecy Act in addition to other Federal laws, including but not limited to U.S. Patriot Act, Office of Foreign Assets & Control, Anti-Money Laundering, Right to Financial Privacy Act, and the Bank Bribery Act.
  • Bilingual preferred (English/Spanish).

Position Details:

  • Location: Downtown Tampa - GTE Headquarters
  • Department Hours: Monday- Friday (8:00 am to 6:00 pm)
  • Occasional travel

Full-time hours required, with additional hours as necessary to accomplish objectives, goals, and projects.

The position, however, is defined as hybrid in nature, (in-office, or remote) and may be changed at any time by management with appropriate notice, if possible.

Required for Remote/Hybrid Work:

  • A quiet workplace so you can focus on delivering excellent service to our members.
  • Some positions will require performance standards to be met to qualify for alternative work arrangements.
  • Required to have power and high-speed internet over 100MB (minimum).
  • Video capability (connection of 1.5 Mbps up and down recommended).
  • Candidates must provide and meet all technical requirements prior to the first day of training.
  • Hybrid candidates must live within driving distance of the office location and be able to regularly commute to and from the office location as needed.
