PROJECT COORDINATOR - HOMELESS SERIVICES

Department of Family and Support Services

Number of Positions: 1

Starting Salary: $73,140.00/Year

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Description

The DFSS Homeless Services Division plays a critical role in Chicago's homelessness response system, which seeks to prevent homelessness whenever possible and supports people who experience homelessness in rapidly returning to stable housing. The Project Coordinator will support the administrative and strategic operations of the Division, including processing contracts and budgets for homeless services programs, providing technical assistance to delegate agencies, and leading or serving as a DFSS representative for new homeless services initiatives with City and community partners. This position offers the opportunity to work directly with local policymakers, frontline practitioners, people with lived experience of homelessness, researchers, public and private funders, and as part of a dedicated team of project coordinators and contract managers.

Provide support and technical assistance to delegate agencies that provide homeless services.



  • Review scopes of services for assigned agencies and support with the completion of contract documents, as well as updating the internal contracts database
  • Participate in preparing project or program operating budgets and monitoring expenditures
  • Review and respond to regular reports and data on clients served, client outcomes, and program operations
  • Communicates with assigned agencies regarding performance and adherence to their scope of services
  • Build and maintain strong relationships with delegate agencies
  • Acts as a liaison with City departments, public and private agencies, and business organizations to secure commitments in providing services to program participants, sharing program information, and obtaining additional funding support
  • Prepare and update summary reports for the Homeless Services Division leadership team


Lead or support new homeless services initiatives



  • Develop and write Request for Proposals (RFPs) based on homeless services program needs
  • Develop and implement operating policies and procedures to ensure effectiveness of programs
  • Leads data-driven performance improvement initiatives with assigned agencies to achieve effective delivery of social services using data and creating summary reports and recommendations
  • Work with other program staff to execute work plans and ensure established goals are met
  • Develop marketing strategies to encourage participation in City projects and programs
  • Attend community, civic, and business organization meetings to promote department programs or Citywide initiatives
  • Keep up to date on the landscape of homeless service delivery, local state and federal regulations, and Continuum of Care goals and priorities.


Performs related duties as required.

Shift: Monday-Friday

Hours: 9:00am - 5:00pm

Qualifications

Graduation from an accredited college or university with a bachelor's degree in public or business administration, Social Sciences, Planning, or a related field, plus three years of experience in program administration or an equivalent combination of training and experience is required.

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview, will be selected

Preference will be given to candidates possessing the following:



  • Previous project management experience
  • Previous experience working in the human or homeless services sector
  • Previous experience reviewing or working with program data
  • Previous experience providing technical assistance
  • Proficiency with Microsoft Excel, PowerPoint, and Word
