Summary

Involves developing, implementing, and monitoring environmental and safety programs and policies to ensure compliance with federal, state, and local environmental, health, and safety regulations, and to ensure a safe and sustainable workplace

Develops and implements health and safety policies and procedures. Conducts risk assessments and coordinates with state agency & insurer inspections. Manages the Occupational Health and Safety Program. Investigates accidents and incidents. Provides training and guidance on health and safety issues. Monitors compliance with health and safety legislation. Promotes health and safety in the workplace, which is about preventing injury from all incidental dangers that may arise within the workplace. The Environmental Health and Safety Rep will participate in various committees to include, but not limited to, Site Safety Committees. Coordination of Emergency Evacuation drills and maintenance of site evacuation plans, as well as NYS Annual Fire Inspections. The EHS Rep will maintain SDS inventory and MSDS online for St. Lawrence.

Responsibilities
  • Verify that operations and maintenance activities conform to current safety and environmental regulations.
  • Assist Project staff with various safety and environmental questions and matters (i.e. unsafe conditions, personal protective equipment, and lead abatement).
  • Assist with root cause investigations.
  • Support and assist in conducting training as mandated by federal, state and local regulations and other programs as appropriate for compliance and employee safety.
Knowledge, Skills and Abilities
  • Knowledge of the utility industry is preferred.
  • Knowledge of federal, state and local environmental safety and health regulations.
  • Ability to analyze operation and maintenance tasks for environmental health and safety impacts and propose achievable solutions.
  • Capability to communicate effectively with senior management, Regional Manager, engineers, legal staff and operations and maintenance personnel.
  • Clear, concise oral and written communication skills, with the ability to present technical information and complex EHS issues and solutions to lay people and regulators.
Education, Experience and Certifications
  • Bachelor's degree required
  • 3 or more years of related experience

Preferred Qualifications:

  • Environmental, Health & Safety program experience
  • Life Safety Systems expererience.
  • Experience working and corresponding with regulatory agencies.
  • Experience coordinating emergency spill response teams.
  • NYS Department of Labor (DOL) Asbestos Supervisor Certification
  • OSHA Hazardous Waste Operations - technician level certification, OSHA Lead Abatement Competent Person Certification, NYS Department of Environmental Conservation (DEC) Pesticide Applicator Certification
Physical Requirements

Up to 20% travel primarily within NY State. Physical ability to access Authority facilities is necessary on a routine basis. Ability to enter confined spaces and areas with limited access. Ability to work from height and travel distances as well as stairs by foot. Ability to stand long periods of time in all types of weather; exposure to heat, cold, noise, wind and general nuisance air conditions. Valid Drivers license

  • Must be able to ascend and descend ladders, scaffolds, stairs and work in confined spaces and in proximity to loud equipment.
  • Must be able to move safely over uneven terrain or in confined spaces.
  • Must be able to see and respond to dangerous situations.
  • Must be able to wear personal protective gear and respirator
  • Must be able to work in cold/hot environments.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $85,750- $117,500. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
