Overview

Summary:

This position is critical to the successful management operations of the Antiterrorism Assistance Program. The incumbent serves as a Management Advisor for the Office of Antiterrorism Assistance, providing expert analysis, advice, and guidance to the Office Director, Deputy Office Director, multiple Division Chiefs and staff, senior Bureau of Counterterrorism management, and other Department officials on complex management and operational issues concerning ATA program formulation, budgeting, planning, development, execution and evaluation. The incumbent also advises the Office Director in the development and implementation of ATA-wide program goals, objectives, plans, strategies, and policy guidance, coordinates the review and assessment of program performance, and provides expertise in the analysis and resolution of cross cutting program planning and resource management issues.


Responsibilities

Essential Job Functions:

  • Serves as an advisor to the Office Director and senior staff and provides strategic level program advice and technical guidance in the overall program analysis and management for program implementation
  • Devises practical solutions to critical, complex, irregular and unprecedented program and management issues
  • Advises management by evaluating the impact of, and responses to new legislation, new program requirements, and other developments affecting ATA mission and program objectives
  • Plays a key role in policy formulation and long-range planning,
  • Leads extensive analyses of the nature and scope of problems or challenges to ensure program related decisions are data driven and continually plans and leads efforts to meet program goals
  • Develops and recommends new and revised Office policies, directives, and other management documents that pertain to the mission of the Department's ATA program for dissemination to ATA staff, CT, Regional Security Officers (RSOs), US diplomatic posts, and/or other entities
  • Conducts and coordinates authoritative research, analysis, information gathering, and preparation of accurate and timely reports/responses to inquiries from sources such as Assistant Secretary for DS, Department senior management, Office of the Inspector General (OIG), Congressional members and staff, and the White House. Additionally, provides information to the Office Director on the respective programs for responses to Congressional or White House inquiries, Government Accountability Office (GAO), Office of Management and Budget (OMB), OIG, DS, CT or the Office of US Foreign Assistance Resources (F) requests
  • Directs the preparation and coordination of strategy and information on all aspects of respective programs for inclusion in Congressional testimony
  • Leads the development, implementation, evaluation, and improvement of processes and procedures that determine and monitor effectiveness, efficiency, and productivity; develops and coordinates the strategic and performance-based processes with senior management
  • Other projects and duties as assigned

Qualifications

Necessary Skills and Knowledge:

  • Technical understanding of strategic, operational, and tactical level counterterrorism training
  • Demonstrated ability to work within the context of political and operational security organizations
  • Excellent written and oral communications skills
  • An understanding of organizational design, operational planning, budget, and logistical activities within the Department of State framework
  • Knowledge of the CT, DS, and DS/T/ATA mission, programs, goals, objectives, policies, and priorities
  • Working knowledge in Microsoft applications (MS Word, PowerPoint and Excel)

Minimum Qualifications:

  • Bachelor's degree is required in criminal justice, security/emergency management, or public administration
  • Minimum eight (8) years of experience in DS program management of counterterrorism-related foreign assistance programs
  • Minimum two (2) years of experience assigned to US Diplomatic or Consular posts
  • MUST be US citizen and possess or be able to obtain a Top Secret clearance with ability to qualify for special compartmented information access

Preferred Qualifications:

  • Completion of an Administrative Assistant program is desire.
