The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.
The IT Procurement Analyst is responsible for overseeing all purchases for the Technical Services' department, including hardware, software, and services. This role ensures compliance with procurement policies, maintains vendor relationships, manages contracts, and supports the IT department's financial and operational goals.
The IT Procurement Specialist plays a critical role in managing the purchase order system, monitoring budgets, and optimizing procurement strategies.
Essential Job Functions
- 1. Procurement Management
- Oversee all purchases for the Technical Services Department, including hardware, software, and services.
- Ensure compliance with organizational procurement policies and budget constraints.
- Research and identify cost-effective procurement strategies for IT goods and services.
- 2. Purchase Order System Management
- Maintain and manage the purchase order system, ensuring accuracy and efficiency.
- Track all purchase orders from initiation to closure, ensuring timely delivery and invoicing.
- Collaborate with Accounts Payable to set up new vendor accounts and resolve payment issues.
- 3. Vendor Management
- Establish and maintain strong relationships with vendors to ensure high-quality service and support.
- Evaluate vendor performance regularly and negotiate contracts to secure the best terms and pricing.
- Manage and resolve vendor disputes, escalating when necessary.
- 4. Mobility Account Management
- Administer and manage mobility accounts for all carriers, including activating, suspending, and terminating services as required.
- Monitor mobile data and voice usage to optimize plans and minimize costs.
- Liaise with carriers for troubleshooting and account adjustments.
- 5.Contract Management
- Draft, review, and negotiate IT contracts for software, services, and hardware.
- Manage the lifecycle of contracts, including renewals, amendments, and termination.
- Maintain a centralized repository for all IT contracts, ensuring timely renewal and compliance.
- 6. Budget Analysis and Cost Allocation
- Conduct cost allocation for IT expenses across departments or projects.
- Prepare detailed budget analysis reports, identifying cost-savings opportunities.
- Monitor expenditures against the Technical Services budget to ensure alignment with financial goals.
- 7. Billing and Allocation Management
- Oversee Technical Services billing processes, ensuring accurate allocation of costs to appropriate departments or projects.
- Work closely with finance teams to reconcile billing discrepancies and improve transparency in cost management.
- 8. Software and Hardware Management
- Maintain an inventory of IT assets, including software licenses, hardware, and warranties.
- Ensure timely procurement of IT equipment to prevent disruption in operations.
- Track software license usage to ensure compliance and avoid overage costs.
- 9. Process Optimization and Reporting o Identify and implement improvements to the procurement process for greater efficiently and cost-effectiveness.
- Generate regular reports on procurement activities, vendor performance, budget status, and cost analysis.
- Present data and recommendations to IT leadership for strategic decision-making.
- 10. Compliance and Risk Management
- Ensure all purchases and contracts comply with organizational policies and legal requirements.
- Assess risks associated with procurement activities and implement mitigation strategies.
Qualifications Summary
- Bachelor's degree in business administration or related field is preferred. Experience
- Proven experience in IT procurement or similar roles.
- Strong knowledge of procurement processes, vendor management, and contract negotiation.
- Familiarity with IT equipment, software licensing, and mobility account management.
- Proficiency in procurement and finance software tools, such as Stampli, Sage, or similar software.
$60,917 - $73,100 a year
