The person in this position will monitor subrecipient agencies to ensure compliance with CDBG-DR program standards and provide technical assistance to help ensure effective program delivery and quality services. Work directly with the Compliance team and Operations and Compliance manager and make recommendations for required improvements, corrective actions, and findings related to subrecipient program delivery. Work collaboratively with all Disaster Recovery and Resilience program teams to identify needs for improvement in subrecipient program delivery and operations; this includes identification and sharing of best practices, subrecipient and contractor training, analysis of statewide program consistency, and adherence to multiple funders' program specifications, rules, and regulations. This position identifies and provides external training and technical assistance for effective program delivery through the subrecipient service delivery system for state and federally funded CDBG-DR programs. The position interprets appropriate rules and regulations and provides all programs partners with constructive feedback on program policy and direction. This position works both independently and in team situations, within DRR and across the agency. This position must have a firm grasp on effective and professional communication across a variety of audiences both internally and externally. The position must maintain a sound general knowledge and understanding of programs administered by the Section. The person in this position must also keep apprised of the latest program techniques, program requirements/guidelines, and overall best practices to provide comprehensive supports to grantees/subrecipients. MINIMUM QUALIFICATIONSFour years' experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. Note: college-level course work may substitute for experience based on 45-quarter units per year, up to a maximum of three years. To learn more about Oregon Housing and Community Services, visit our website: https://www.oregon.gov/OHCS/pages/index.aspx DISASTER RECOVERY AND RESILIENCEThe Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with $422 million from HUD which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others. Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and/or new policies and reporting requirements.
