Job Title: Senior Database Administrator
Job Summary: The Senior Database Administrator will support the client in the modernization of Unemployment Insurance (UI) systems by providing expert database management, system architecture, and engineering services. The role requires expertise in database management, application development support, system maintenance, and troubleshooting. The Senior Database Specialist will ensure the integrity, security, and performance of database systems and provide high-level support to ensure successful execution of strategic IT initiatives.
Database Management
- Oversee all aspects of database management, including but not limited to, backup/recovery, performance monitoring, capacity planning, patching, upgrades, and diagnosis/remediation of database-related issues.
- Ensure that all database systems are compliant with DOL, FISMA, and NIST security standards. Maintain security measures for database access and contribute to resolving security vulnerabilities and OIG findings.
- Monitor and manage the performance of production database servers, ensuring they meet operational requirements. Implement enhancements, optimizations, and capacity planning as necessary.
- Utilize DOL-approved tools to maintain physical and logical database designs and support batch job processing and monitoring for performance.
- Develop, test, and maintain robust backup and disaster recovery protocols to ensure the continuity of services.
- Support the Office of the Inspector General (OIG) and DOL security audits, ensuring that database servers are configured in line with required security controls.
Software Engineering and Development
- Design, develop, and maintain applications and databases to support DOL's UI modernization initiatives. Contribute to the full software development lifecycle, from analysis to deployment and maintenance.
- Integrate databases with other systems and stakeholders, ensuring seamless data exchange and secure data processing.
- Contribute to the development of centralized data management and analytics platforms, and provide documentation on architectural designs, strategies, and implementation.
- Assist with the development of security documentation, testing, evaluation, and remediation of application layer vulnerabilities.
- Work with integrated SCRUM teams, including federal staff and other contractors, to ensure smooth implementation of UI modernization efforts.
Operations and Maintenance Services
- Provide O&M support, including configuration management, application testing, help desk support, and ensuring that all updates and installations follow defined processes and procedures.
- Analyze and resolve database-related incidents and application issues promptly. Provide Tier 3 help desk support when necessary.
- Assist in coordinating and executing code promotions and updates across all environments (Development, Testing, Production) in alignment with DOL's release management process.
State IT Implementation Assistance
- Provide IT resources and expertise to support State IT Implementation Assistance Teams, focusing on software engineering, architecture design, and data analysis/reporting.
- Generate statistical reports, graphs, and presentations to help DOL and state leaders evaluate the effectiveness of UI systems and identify IT solutions to resolve state-level challenges.
Qualifications
- Education: Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field. Advanced degrees or certifications are a plus.
- At least 8-10 years of professional experience in database management, including system administration and performance monitoring.
- Preferred Qualifications:
- Certified Database Administrator (DBA) or equivalent certification.
- Experience with database automation and monitoring tools (e.g., Oracle Enterprise Manager, SQL Server Management Studio).
- Expertise in designing and implementing scalable, secure database architectures.
- Strong problem-solving skills and ability to conduct thorough root cause analysis.
- Familiarity with cloud-based and hybrid infrastructures.
- Excellent written and verbal communication skills to document database architectures and coordinate with cross-functional teams.
- Knowledge of Agile methodologies and experience with SCRUM teams.
- Extensive experience working with DOL or similar federal agency IT systems.
- Proficiency in database technologies such as SQL, Oracle, and MySQL.
- Strong background in security protocols, including FISMA and NIST standards.
- Experience in application development support, software testing, and troubleshooting.
- Proven track record of working in an Agile/SCRUM environment and familiarity with configuration management and release management tools.
Compensation and Benefits The projected compensation range for this position is $128,200 to 154,500 per year benchmarked in the Washington, D.C. metropolitan area. The targe salary for this position is $141,400. The salary range provided is a good faith estimate representative of all experience levels.
