Overview

The IDIQ Deputy Manager supports the IDIQ Manager in overseeing and managing Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, ensuring the successful execution and performance of the contract. The role involves assisting in managing Task Orders, monitoring deliverables, coordinating tasks, supporting the preparation of proposals, and ensuring compliance with contract terms. The IDIQ Deputy Manager will act as a liaison between internal teams, clients, and stakeholders to guarantee effective contract performance and timely delivery of services and products.



Responsibilities

The IDIQ Deputy Manager may be assigned additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons. Responsible for spearheading strategic initiatives by conceiving, formulating, recommending, and implementing policies to address critical internal and external program issues. Your expertise will guide field implementation, technical direction, and long-term planning, adapting to changes in legislation, program authority, and funding.

Contract Support and Oversight:

    Assist the IDIQ Manager in managing the day-to-day operations of the Department of State IDIQ contract.
  • Monitor and report on the status of task orders, ensuring timely execution and alignment with contract requirements.
  • Support the coordination of contract deliverables and ensure compliance with contract terms.
  • Provide support in ensuring that all contractual milestones are met, and performance standards are adhered to.

Task Order Management:

  • Assist in the preparation, submission, and management of task orders and proposals under the IDIQ contract.
  • Track and support the execution of task orders from initiation through completion.
  • Work with internal teams to ensure task orders meet client expectations and requirements.

Client and Stakeholder Communication:

  • Act as a primary point of contact for clients on day-to-day contract issues in the absence of the IDIQ Manager.
  • Assist in managing relationships with clients, ensuring clear communication regarding contract performance, milestones, and deliverables.
  • Provide support in resolving client issues, escalating as necessary to the IDIQ Manager.

Performance Monitoring and Reporting:

  • Track key performance indicators (KPIs) for task orders and contract execution.
  • Support the collection and analysis of performance data to ensure that contract requirements are met.
  • Assist in the preparation and submission of regular status reports for both internal management and clients.

Compliance and Risk Management:

  • Support the IDIQ Manager in identifying and mitigating risks associated with the contract.
  • Assist in ensuring that the contract is compliant with applicable laws, regulations, and company policies.
  • Monitor potential issues and work proactively with internal teams to address them.

Financial Management Support:

  • Oversees and reports to senior management and executive leadership on project execution and financial performance metrics such as profit margin, utilization, and cost execution, ensuring accurate and timely invoicing.
  • Assist in managing budgets for IDIQ contracts and task orders, ensuring they are delivered within financial parameters.
  • Help ensure accurate invoicing and financial tracking in collaboration with the finance team.
  • Support the IDIQ Manager in maintaining financial reports, forecasting, and tracking expenditures.

Team Coordination and Leadership Support:

  • Coordinate with Nakupuna Leadership and Shared Services to facilitate necessary support for successful project execution and collaborates with stakeholders across the program office to ensure alignment in execution.
  • Help coordinate cross-functional teams working on the IDIQ contract to ensure effective collaboration and timely delivery.
  • Provide leadership and guidance to staff in executing tasks under the contract.
  • Assist in facilitating internal meetings, team discussions, and briefings on contract status and progress.

Documentation and Contract Records:

  • Maintain accurate records of all contract-related documentation, including task orders, performance reports, and financial data.
  • Ensure that all contract documentation is readily available for audits and reviews.
  • Assist in preparing and maintaining compliance files and contract deliverables for client or regulatory review.


Qualifications

Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. The ideal candidate possesses expertise and experience in the business development cycle.

Education: Bachelor's degree in Business Administration, Contract Management, Project Management, or a related field (or equivalent work experience).

Experience:

  • 5+ years of experience in managing or supporting IDIQ contracts or similar government/commercial contracts.
  • Experience in managing task orders and assisting with contract execution.
  • Strong understanding of IDIQ contract structures and management processes.

Skills:

  • Strong organizational and multitasking skills.
  • Excellent communication skills, both verbal and written.
  • Ability to collaborate and work effectively in a team environment.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Detail-oriented with a focus on accuracy and quality.

Certifications:

  • PMP (Project Management Professional) or similar certification preferred.
  • Contract Management certification (e.g., CPCM, CCCM) is a plus.

Clearance: SECRET clearance required. Must be U.S. Citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
