DESCRIPTION

The Research Administrator (RA) uses skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and / or multiple sub awards. Guides less experienced staff. Typically works on complex proposals such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards.

Incumbent provides analytical and financial support to Principal Investigators (PIs) in the Division of Biological Sciences in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors. Involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting from a variety of campus systems, including Kuali, UCPath, and Oracle Financial; and sub award/subcontract issuance and administration.

Type of Proposals: Highly complex proposals involving one or more of the following: multiple departments; multiple institutions (subawards); institutional cost-sharing; institutional commitment proposals; responsive to award agency proposal requirements (RFP, RFA, PA); numerous integrated projects; Program Project or Center applications, Laboratory Service Agreements (LSAs) and Contracts; extensive variety of agencies and number of awarding entities; significant and unique reporting requirements; equipment acquisition or fabrication; performance milestones.

Type of Awards - Funds managed will be for awards received as a result of submission of proposals described above. Type of Self-Supporting Activities - The self-supporting activities and research recharge operations are large and complex in nature (income > $500K). Contributions to Development of Policies and Procedures - Provide team leadership in the development of policies and procedures; approve or recommend for approval changes.

The incumbent will perform Fund Management duties as outlined below annually:

~ Number of Awards Managed: 30-35

~ Dollar Amount of Awards Managed (separate direct and indirect costs):$11M (direct cost), $6M (indirect cost) applying to extramural awards.

~ Percentage of Award Types: 50% or more Standard Federal, Subaward, Cost-Sharing, Program Project, Center Grant, LSAs and Contracts; <25% subawards; <25% cost sharing; moderate number of awarding entities.

~ Post award reporting complexity: Varies based on the funding agency such as Federal; DARPA, DOD, NIH, NSF and State as well as private and international and University funding type such as agency and/or conference accounts and service agreements.

~ Number of PI's supported: 10-15

Additional complexity/workload responsibilities:

Academic Salary: General Campus Compensation Plan (GCCP); Faculty Salary Exchange Program (FSEP) and Sabbatical, Faculty startup and faculty generated accounts, UCPath funding entry; Faculty with joint appointments in Health Sciences; Scripps Institute of Oceanography; Division of Social & Physical Sciences; Jacobs School of Engineering and various directors held appointments within ORUs. Proposal submission for faculty appointments held within the above named units or Chancellor or VC areas.

QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage significant volume of transactions.

  • Ability to perform complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Excellent interpersonal skills including tact, diplomacy and flexibility. Ability to work independently and/or in a team framework. Proven ability to work effectively with a diverse population, including faculty, staff, students and the business community.

  • Knowledgeable about Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.

  • Requires thorough knowledge in OMB circulars such as Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Demonstrated ability to work in a fast-paced environment with overlapping deadlines and short lead times and maintain a high level of attention to detail, and ability to work with a high degree of accuracy and follow through.

  • Demonstrated proficiency working with computer and information management systems.

  • Experienced with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.

  • Demonstrated proficiency in utilizing financial reporting tools, queries, and pivot tables.

  • Effective problem-solving skills and ability to utilize innovative strategies to identify and recommend solutions.

  • Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.

  • Experience working in a university or related environment. Strong ability to interpret and apply university policies and procedures regarding purchasing, return goods, travel, disbursements, inventory, and audits.

  • Knowledge of payroll and personnel regulations including impact of salary scales, merits, range adjustments. Knowledge of employee benefit regulations, leave accruals, summer salary policies, and a range of flexible salary options to meet appropriate fund source uses.

  • Ability to provide work direction and training to support staff and students, as needed.

  • Experience working with computer and information management systems. Strong computer skills in a PC environment using various business software programs (spreadsheets, word-processing, and databases) with a willingness and ability to update and increase skills and knowledge as needed.

  • Demonstrated ability to communicate effectively (verbal and written) with a diverse population. Includes ability to effectively write operational policies and procedures.

  • Ability to maintain confidentiality as required.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $69,500 - $123,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $33.29 - $59.15

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
